The number of animals, including but not limited to cats and dogs, in dwellings or units in any residential zoning district shall be limited as necessary and appropriate so that all animals are properly cared for as required by this Animal Code and is safe and sanitary for all human occupants and in accordance with federal, state, county and city laws and regulations.
