55.03 OWNER’S RESPONSIBILITY.
   The owner of a pet animal shall be responsible for obtaining a license required by Chapter 56 of this Code of Ordinances and for the care and control of such animal. The owner shall be prima facie responsible for any violation of the provisions of the Animal Control Code by said animal.
