Upon a determination by visual observation and measurement that a violation of this chapter has occurred, the City will send written notice by certified and regular first-class mail to the property owner, as shown by the records of the Johnson county auditor, informing said owner of the violation and the action that is to be taken. Such notice will be deemed received four (4) days after mailing.
