(A) Whenever the Board of Health deems it advisable that, in order to prevent the disease of rabies or hydrophobia, all dogs within the village be restrained, the Mayor shall issue a proclamation declaring it unlawful for any dogs to run at large, unless muzzled, for the time specified in such proclamation.
(B) During such time so specified, any dogs found running at large unmuzzled shall be killed on, and in accordance with, the proclamation of the Mayor.
