The Village Mayor shall execute a contract or agreement for the purpose of obtaining and receiving legal counsel as Village Solicitor and that the village pay therefor the sum as set from time to time by Council per year, payable quarterly as billed and as based upon the service provided according to a reasonable hourly rate for the time required of said Solicitor and that annual payment therefor not exceed the sum as set from time to time by Council unless specifically authorized otherwise prior to the performance of any requested services and only for services required for such matters not a part of the usual daily operation of the said municipal corporation.
