(A) The Commission shall hold reorganization meetings during February of each year and the Commission and its members shall have all the powers and duties imposed by statute and this subchapter and by amendments to either such statute or ordinance.
(B) The Commission shall, at the reorganization meeting, elect the following persons who shall immediately undertake the duties imposed upon such Commissioners by law:
(1) A President;
(2) A Vice-President; and
(3) A Secretary.
