§ 30.05 LEGISLATIVE AUTHORITY OF TOWN COUNCIL.
   The Town Council shall have the power to make and establish such by-laws, ordinances, and regulations as are not repugnant to the laws of the state and as are necessary to carry into effect the statutes of the state and the necessary governmental functions, and to repeal, alter, or amend the same as it shall seem to require.
