No person shall call at any residence or place of business with the intent or purpose of peddling or soliciting, as provided in this chapter, without having in his, her, or their possession a license authorizing such peddling or solicitation. No license shall be in the possession of any person other than the one to whom it is issued. A canvasser is not required to obtain a license, but any canvasser wanting a license for the purpose of reassuring municipal residents shall be issued one upon meeting license application requirements.
