§ 95.29 DECORATIONS.
   (A)   The placing of any natural or artificial flowers in any decorative form or any other decorative item upon any grave or lot in the town cemeteries is forbidden except for those placed in a container or planted, and shall be contained within the boundary of the grave, but not more than 12 inches from the foundation edge.
      (1)   Any containers shall be movable for purposes of mowing and care of graves and lots.
      (2)   The Town Council or Clerk-Treasurer may remove or order removed any decorations that appear faded, withered, or deteriorated.
      (3)   Permanent plantings are restricted to those of a dwarf nature and shall be placed within 12 inches of the grave or lot’s monument or marker foundation edge and within the lot or grave boundary. Trees, bushes, and shrubs are not allowed on graves or lots with the following exception: Any tree, bush, or shrub planted on a lot and/or grave prior to October 1, 2012, shall be trimmed to within the lot boundary, and, shall be allowed to remain until such time any tree, bush, or shrub is determined by the Town Council or Clerk-Treasurer to be detrimental to surrounding lots and/or graves or to the town cemetery in general. If such a determination is made by the Town Council or Clerk-Treasurer, an attempt will be made to notify the “owner” of the lot(s) and or grave(s) to advise them to remove the tree, bush, or shrub by a specific date. If the tree, bush, or shrub is not removed by the specified date, the town will have the tree, bush, or shrub removed at owner’s expense. No “replacement” tree, bush, or shrub will be allowed to be planted. In addition, if the “owner” chooses to remove any tree, bush, or shrub on their lot(s) or grave(s), no “replacement” tree, bush, or shrub will be allowed to be planted.
      (4)   Grave blankets may be placed on a grave or lot, but may only remain there between November 1 of a given year and March 1 of the subsequent year.
      (5)   No decorations or flowers are to be placed on west side of foundation in order to preserve the walkways.
   (B)   All potted plants and artificial decorations in the Highland and Pioneer Cemeteries will be removed during the month of April as published and posted by the Town Council. Any decorations that are desired to be kept shall be removed prior to the published date, and may be replaced after May 15.
