A lot owner or proprietor and his, her, or their family and friends may have dawn to dusk access to the grounds, subject to rules and regulations as adopted by the Town Council. Watering hours will be posted as approved by the Town Council. All watering shall be done with a responsible person present, and all watering equipment removed from the cemetery at the end of watering.
