§ 93.22 ISSUANCE OF PERMIT.
   (A)   The Town Council shall review said application and shall make recommendations to the Clerk-Treasurer accordingly that the application shall be approved or denied.
   (B)   Upon the approval of the application, the Clerk-Treasurer shall issue an excavation permit to the applicant.
