Bicycle operators shall obey the following rules when operating a bicycle upon a public thoroughfare:
(A) A bicycle shall be operated as close to the right edge of a public thoroughfare as is reasonably possible;
(B) Bicycles shall be ridden in a single file line when passing or being passed by vehicles or other objects on the thoroughfare, parked or moving; and
(C) At no time shall bicycles be ridden more than two abreast on a public thoroughfare.
