(a) For the purpose of this section, an outside cat must have an ID collar or tag that has the owner’s name, phone number and address which would differentiate between domestic owned outside cats and feral cats. Owner must have proof of current rabies vaccination. No person who owns a cat in Hamilton County shall fail to vaccinate the cat against rabies within thirty days after the cat has reached the age of three months.
