(a) CAT. Any feline four months of age or older.
(b) COLONY. A group of one or more feral cats, whether unmanaged or managed.
(c) COLONY CARETAKER. A person who provides food, water and shelter for feral cats in a registered colony.
(d) FERAL CAT. Any homeless, wild or untamed cat.
(e) HARBORER. Any person who knowingly confines or provides food, water, care, or shelter for a domestic animal.
(f) KITTEN. Any feline younger than four months of age.
(g) OWNED CAT. Any cat that is a companion to a person is regularly fed and sheltered in that same person’s habitation.
(h) OWNER. Any person who owns, harbors, keeps, feeds, maintains, has lawful possession of, or knowingly causes or knowingly permits an animal to be harbored or kept or has an animal in their care or who permits an animal to remain on or about their premises for more than 30 days; provided, however, this shall not include a person hired or acting as custodian of animal for its owner, and shall not include colony caretakers of registered colonies of feral cats in the City of North College Hill.
(i) STRAY CAT. Any cat whose owner or keeper from time to time allows the cat to run free off of the property of the owner or keeper.
