143.03 WORK WEEK; OVERTIME.
   (a)    The normal work week, excluding emergency, for salaried employees shall be forty hours with daily starting and quitting times and lunch periods as scheduled by the department head.
   (b)   Hourly employees shall work a minimum of 173-1/3 hours per calendar month, as scheduled by the department head.

   (c)   All full-time employees, including members of the Police Department, and excepting members of the Fire Department, shall receive pay computed on the basis of one and one-half times the regular pay rate for any work performed in excess of forty hours per week. Special provisions are made, however, for call-in pay and court time pay for full-time members of the Police Department.
      (1)   For purposes of computing overtime, an employee utilizing a holiday, sick leave, vacation day, compensatory time or an otherwise excused absence shall be considered to have worked eight hours on such day.
      (2)   "Work performed”, includes all functions and duties of the job assigned and approved by the department head or supervisor, including attending job- related training programs provided the approval of the supervisor or department is secured prior to attendance.

   (d)    All full-time, hourly employees, including postal clerks, called in to perform an "extra-curricular function", for example, giving breathalyzer test, operating the teletype, snow removal, flooding, shall receive a minimum of two hours pay at overtime rates regardless of the time actually spent. If the call-in goes beyond two hours, the employee shall receive pay at overtime rates for each hour thereafter.

   (e)   Members of the Police Department, except the Chief, shall be paid overtime for the service and at the rates specified herein. For additional service during periods of general emergency declared by the Mayor all members of the Police Department, including the Chief, shall be paid overtime.
