There is hereby created a separate fund to be designated: Federal General Revenue Sharing Trust Fund and the Auditor and Treasurer are hereby directed to establish such Fund in their books and records. All Federal revenue sharing funds received by the City shall be deposited in such Fund and disbursements from such Fund shall be made only in accordance with applicable Federal law. In the absence of any restrictions imposed by Federal law, disbursements may be made from such Fund for any proper Municipal purpose.
