Notwithstanding the Council salaries provision of the annual salary ordinance, sixteen dollars ($16.00) shall be deducted from a Council member's salary, on a quarterly basis, for each Committee or Council meeting that a member of such Committee or Council fails to attend without excuse or reason given beforehand to the President of Council or the Clerk of Council for a Council meeting or to the Committee Chair for a Committee meeting. Committee Chairs unable to attend a scheduled Committee meeting should reschedule the meeting by phoning the other members of the Committee prior to the scheduled time. In the case of an emergency, the entire Council may excuse a reported absence at the next meeting of Council following the reported absence. The member in question shall abstain from such vote.
