Notwithstanding the provisions of Section 111.01 Council may, by motion receiving a majority vote of affirmance, postpone or cancel any regular meeting which occurs on a holiday, the day preceding a holiday or under other circumstances which Council deems just cause for such postponement or cancellation. The meeting so postponed or cancelled shall be held on a later day in the same week in which such postponed regular meeting occurred.
