Where unusual factors or conditions exist, the City Engineer, or in the case of a subdivision, the Planning Commission, may require that excavation and filling the field be supervised by a registered professional engineer; a surveyor when operating within the practice of surveying; or an architect where the excavation and fill is incidental to the practice of architecture, or their representatives. The registered professional engineer, surveyor or architect shall submit a summary report to the City Engineer upon completion of the excavation and/or fill operations.
