(a) For existing residential dwellings and properties, a building and zoning permit is not required for the following work.
(1) Pre-manufactured, nonhabitable, accessory structures, such as tool sheds, antenna dishes;
(2) Fences, four feet in height or less;
(3) Siding, gutter and replacement window applications where there are no structural alterations; or
(4) Nonengineered minor structures, including retaining walls. (See 1313.03(d)(1)A. through G.)
(b) The absence of an issuance of a building permit in no manner relieves the installer and owner of the responsibility for installing all work in conformance with all applicable structural requirements, codes and regulations, and from doing the work in a workmanlike manner. The absence of a permit does not relieve the installer and owner of payment of all applicable taxes, property and income. Registration with the Auditor's Department remains mandatory.
