It is customary and normal for a Building Department, for projects of average scope, to provide two plan reviews. One plan review occurs with the initial application for permit, and a second plan review occurs with the same plans resubmitted with corrections. It is customary and normal for a Building Department to provide the required number of inspections and to respond to normal inquiries related to projects of average scope. Projects and their owners that require the time of Building Department personnel beyond the time that is customary and normal shall be billed at a rate of sixty dollars ($60.00) per hour, and in quarter hour increments. The hourly time rate is to be adjusted annually for any inflationary influences. The Building Commissioner is to keep accurate professional records of all billable hours. All billable hours are to be served to the project and its owner through the City. The hourly time rate is to be adjusted annually for any inflationary influences.
