(a) The Mayor or the City's agent, with Council approval, is hereby authorized to negotiate for the sale of property in a project area which is not to be retained by the City for uses in accordance with the urban renewal plan. In connection therewith the Mayor is hereby authorized to enter into necessary appraisal and market analysis contracts. No land shall be sold by the Mayor except pursuant to a special ordinance of Council authorizing such sale, which ordinance shall prescribe in detail the terms and conditions upon which such sale is to be made and the covenants to be contained in the deed from the City to the redeveloper.
(b) Pending the use or sale of the property in a project area it may be temporarily rented for such use and purposes as may be desirable, even though not in conformity with the urban renewal plan.
