The powers of the Board of Zoning Appeals shall be:
(a) To hear and decide appeals where it is alleged there is error in any order, requirement or decision of determination by an administrative official in the enforcement of this Zoning Ordinance;
(b) To authorize, upon appeal, a variance as defined in Section 1121.61;
(c) To grant a Zoning Certificate for conditional uses as hereinbefore specified and as defined in Section 1121.20;
(d) To interpret the provisions of this Zoning Ordinance as provided in Chapter 1141 regarding district boundaries;
(f) To permit the temporary use of a structure or premises in any district for a purpose or use that does not conform to the regulations prescribed elsewhere in this Zoning Ordinance for the district in which it is located, provided that such use be of a temporary nature and not involve the erection of a substantial structure, and further provided that a Zoning Certificate for such use shall be granted in the form of a temporary and revocable permit, for not more than a twelve month period, subject to such conditions as will safeguard the public health, safety, morals and general welfare;
(g) To investigate whether a use of land or structure creates or produces dangerous or objectionable elements as set forth in Section 1173.02(a) ;
(h) To refer applications for permits or certificates for use authorized by Section 1159.02(c) or (e) to a competent specialist or laboratory as set forth in Section 1173.03(a) ;
(j) To decide whether a variance from previously approved Planned Development plans and specifications are minor or major;
(l) To perform such other duties as may be required by the provisions of this Zoning Ordinance.
