1125.03 ZONING CERTIFICATES; REQUIRED AND ISSUANCE.
   (a)   Start of Construction Prohibited Without Zoning Certificate. No owner, lessee or tenant shall begin any excavation or the construction, reconstruction, extension, conversion or structural alteration of any building or structure, or any part thereof, without first obtaining a Zoning Certificate, which may be a part of the Building Permit, from the Building Commissioner.
   (b)   Excavating Permit. No permit for excavation or construction shall be issued by the Building Commissioner, unless the plans, specifications and the intended use conform to the provisions of this Zoning Ordinance.
   (c)   Building Commissioner to Act Within Ten Days. The Building Commissioner shall act upon an application for a Zoning Certificate within ten days after the application is filed in full compliance with all the applicable requirements. He shall either issue a Zoning Certificate within the ten days, or shall notify the applicant in writing of his refusal of such Certificate and the reasons therefor. (Ord. 1-1969. Passed 3-24-69.)
