"Cellar" means a story the floor of which is more than one-half of its story height below the average level of the adjoining ground at the exterior walls of the building. A cellar, when used as a dwelling, shall be counted as a story for purposes of height measurement. (Ord. 1-1969. Passed 3- 24-69.)
