"Basement" means a story whose floor is more than twelve inches but not more than half of its story height below the average level of the adjoining grounds, as distinguished from a "cellar" which is a story more than one-half below such level. A basement, when used as a dwelling shall be counted as a story for purposes of height measurement, and as a half-story for purposes of side yard determination.
