941.04 RIGHTS OF PERMITTEE; REVOCATION.
   The permits to be granted hereunder are primarily an administrative method of minimizing conflicts in use by various organizations. No legal rights are acquired by the issuance of the permit other than to show a greater right to such use than an organization which does not have a permit. All such permits are subject to the pre-emption of such space when necessary for a governmental function. Any such permit may be revoked by the Mayor for violation of any conditions of the use or for any other cause deemed by him to be contrary to the best interests of the public. (Ord. 18- 1956.
