For the second and third readings, at the time and place so published by posting, such ordinances or resolutions shall be read by title only. After the third such reading, the Council may adopt such ordinance or resolution except that if additional readings are dispensed with the ordinance or resolution may be adopted at any time subsequent to the passage of the motion to dispense with readings.
