3-1-2: LOCAL LIQUOR CONTROL COMMISSIONER:
   A.   President Serve As: The Village President shall be the local liquor control commissioner. The local liquor control commissioner may appoint a person or persons to assist him in the exercise of the powers and performance of the duties herein provided. When the local liquor control commissioner shall be referred to in this chapter, any person, committee or other agency appointed by such local liquor control commissioner shall be included.
   B.   Powers And Duties: The local liquor control commissioner shall also have the following powers, functions and duties with respect to retail licenses for the sale of alcoholic liquors:
      1.   To grant or suspend for not more than thirty (30) days, or revoke for cause, all local licenses issued to persons for premises within the Village. (1977 Code § 5-1-6)
      2.   To enter, or to authorize any law enforcing officer to enter, upon any premises licensed hereunder to determine whether any of the provisions of this chapter or of the act or any rules or regulations adopted by him or by the Illinois Liquor Control Commission have been or are being violated and, at such time, to examine the premises of the licensee in connection therewith.
      3.   To receive complaint from any citizen within his jurisdiction that any of the provisions of this chapter or the act or any rules or regulations adopted pursuant thereto or of this chapter have been or are being violated and to act upon such complaints in the manner hereinafter provided.       4.   To receive local license fees and pay the same forthwith to the Village Treasurer. (1977 Code § 5-1-6)
