The Commission shall consist of a chair and six (6) regular members and two (2) alternate members, all of whom shall be appointed by the President, with the advice and consent of the Board of Trustees. Alternate members may attend and participate in all hearings and meetings of the Plan Commission but may make or second motions and vote only when sitting on the Plan Commission in the place of an absent regular member. If only one regular member of the Plan Commission is absent at a meeting of the Plan Commission and both alternate members are present, then the alternate member with the greater tenure shall serve in the place of the absent regular member at such meeting.
