9-1-8: COSTS AND EXPENSES TO SUBDIVIDER:
   A.   Public Improvements: All public improvements proposed to be made under the provisions of this title shall be inspected during the course of construction by the Village Engineer or a duly designated deputy. All fees and costs connected with such inspection and with reviewing the plans and specifications for such improvements shall be paid by the subdivider.
   B.   Deposit For Expenses: Prior to the consideration of any subdivision application by the corporate authorities or by any officer or employee of the Village, the petitioner for such subdivision shall deposit with the Village in a trust and agency account such sum as is reasonably required, in the opinion of the Board of Trustees, to initially compensate the Village for the engineering, planning and legal expenses expected to be incurred by the Village in considering such subdivision application. The amount of such deposit may be increased or decreased from time to time by the Board of Trustees as is reasonably necessary to compensate the Village for such expenses and will be referred as a "trust and agency account" as set forth in section 1-8-5 of this code.
