No map or plat of any subdivision presented for record affecting lands within the corporate limits or any contiguous territory outside of and distant not more than one and one-half (11/2) miles from the corporate limits of the Village shall be approved by the Village Board or be entitled to record or shall be valid unless such subdivision substantially complies with the official comprehensive plan and is approved by the Plan Commission and Village Board.
