9-1-1: RULES OF WORD CONSTRUCTION; DEFINITIONS:
In the interpretation of this title, the definitions contained in this section shall be observed and applied, except when the context clearly indicates otherwise. Words used in the present tense shall include the future, and words used in the singular number shall include the plural number, and the plural the singular. The word "shall" is mandatory and not discretionary. The word "may" is permissive. The word "lot" shall include the words "plot", "piece", and "parcel". The phrase "used for" shall include the phrases "arranged for", "designed for", "intended for", "maintained for" and "occupied for".
BASE FLOOD ELEVATION (BFE): The elevation delineating the level of flooding resulting from the 100-year flood frequency elevation.
BLOCK: A tract of land bounded by streets, or by a combination of streets and public parks, cemeteries, railroad rights of way, bulkhead lines or shorelines of waterways, or corporate boundary lines of the Village.
BUILDING: Any structure designed, built, or intended for the shelter, enclosure or protection of persons, animals, chattels or movable property of any kind.
BUILDING INTERIOR: Any portion of the interior of a principal building.
BUILDING SETBACK LINE: A line within a lot or other parcel of land, so designated on the plats of the proposed subdivision, between which line and the adjacent boundary of the street upon which the lot abuts the erection of a building is prohibited.
CROSSWALK: A public right of way located across a block to provide pedestrian access to adjacent streets or areas.
CUL-DE-SAC: A minor street having one open end and being permanently terminated by a vehicle turnaround.
EASEMENT: A grant by a property owner for the use of a strip of land by the general public, a corporation, or a certain person or persons for a specific purpose or purposes.
FLOODPLAIN (REGULATORY): "Floodplains" may be either riverine or nonriverine depressional areas. "Riverine floodplains" are those areas contiguous to a lake, pond, or stream whose elevation is greater than the normal water pool elevation but equal to or lower than the projected 100-year flood elevation. "Nonriverine floodplains" are depressional storage areas not associated with a stream system to which surrounding lands drain causing periodic inundation by storm waters. In certain cases, the "floodplain" may also be known as the special flood hazard area (SFHA). A "regulatory floodplain" exists along any watercourse draining one hundred (100) acres or more, or any nonriverine areas with a surface area greater than one-fourth (1/4) acre, for the 100-year event.
HEALTH OFFICER: The Health Officer as provided for in title 1, chapter 7, article G of this code, the consulting engineer for health and sanitation matters as appointed by the Village President and confirmed by the Board of Trustees or any engineer or other person as directed by the Village President or the Board of Trustees. Any appointee may be an individual, partnership, corporation or other entity.
HIGHWAY: A right of way for vehicular traffic, which traverses a nonurban area, usually a state numbered or federal numbered route.
IDOT: Illinois department of transportation.
LOT: A portion of a subdivision or other parcel of land intended for transfer of ownership or for building development.
PARKWAY: A route intended to be used primarily by passenger vehicles and whose right of way is or is intended to be developed in a park like character.
PERSON: Includes an individual, trustee, corporation, partnership or other entity.
PLAN COMMISSION: Refers to the Plan Commission of the Village of North Barrington, Illinois.
PLANNED UNIT DEVELOPMENT (PUD): A tract of land or any single lot or combination of lots which is developed as a unit under single ownership or control, pursuant to the definitions and regulations of the Village zoning ordinance, as adopted and amended.
PLAT: A plan, map, drawing, or chart on which the subdivider's plan for the subdivision of land is presented and which he submits for approval and intends to record in final form.
PLAT, FINAL: The drawings and documents presented for final approval and for recording.
PLAT, PRELIMINARY: The drawings and documents presented for conditional approval.
ROADWAY: The paved area within a street right of way intended for vehicular traffic.
STREAM: Any continuously flowing natural watercourse.
STREET: An area, which primarily serves or is intended to serve as a vehicular and pedestrian access to abutting lands or to other streets. The word "street" refers to the entire right of way or easements, whether public or private, and not merely to the roadway or paving or other improvement within the street right of way.
STREET, APPROVED: Any street, whether public or private, meeting standards and specifications of the Village of North Barrington.
STREET, ARTERIAL: A street for interurban continuity or regional importance that provides reasonably continuous routes through this whole or major portion of the Village.
STREET, COLLECTOR: A street, which conveys traffic from minor streets to state or county highways or to other collector streets.
STREET, MINOR: A street intended primarily as access to abutting properties.
STREET, PRIMARY: Any primary or secondary thoroughfare or minor street, which has been dedicated for public use by a recorded subdivision plat or other document of dedication.
STREET, PRIVATE: Any street which is under the jurisdiction of a person or any street which is privately owned or established.
SUBDIVIDER (DEVELOPER): Any individuals, firms, associations, syndicates, corporations, copartnerships, trusts or other legal entities commencing proceedings under this title to effect a subdivision of land.
SUBDIVISION: Includes resubdivision and where it is appropriate to the context, relates to the process of subdividing or to the land subdivided. For the purpose of these regulations, a subdivision of land is or includes:
A. The division of land into two (2) or more lots, sites, or parcels for the purpose of transfer of ownership or building development; provided, however, that a subdivision of land, in parcels of more than five (5) acres, not involving any new street or easement of access, shall be exempted;
B. The establishment or dedication of a public or private road, expressway, street, or alley through a tract of land;
C. The resubdivision of land heretofore divided or platted into lots, sites, or parcels;
D. The design for any planned shopping or business center; or
E. The design for a planned development.
USGS: United States geological survey, department of the interior.
VILLAGE BOARD, BOARD OR BOARD OF TRUSTEES, OR CORPORATE AUTHORITIES: Refer collectively to the President and Board of Trustees of the Village of North Barrington, Illinois.
VILLAGE ENGINEER: The designated professional engineer licensed by the state of Illinois.
WATER SUPPLY, PUBLIC: A water system consisting of wells, distribution pipes, service lines, and other facilities (i.e., treatment plants, pump stations, hydrants, etc.) which provides potable water and, in some cases, provides fire protection to paying customers.
