Unless otherwise provided in this code, the following schedules of fees shall be in effect in the village for building permits:
A. Value Of Improvement; Fee: For all construction including, but not limited to, new construction or installations, additions, alterations and/or repairs:

The applicant for the building permit shall submit an estimate of the value of the improvement. In no event shall the estimated value of construction for new residential construction be less than one hundred dollars ($100.00) for the first and second floors and twenty dollars ($20.00) per square foot for finished basements. Garages and outbuildings which are part of the new residential construction shall not be subject to the one hundred dollar ($100.00) per square foot minimum.
B. Nonresidential Plan Review Fees: In addition to the building permit fees as provided in subsection A of this section, the permit applicant for nonresidential buildings and structures shall pay the actual costs and expenses incurred by the Village for the review of plans and specifications which are performed by a third party plan review agency.
C. Septic Systems: Fees shall be as provided in subsection 4-5-3E of this code.
D. Application Fee: Two thousand dollars ($2,000.00) for new single-family or nonresidential construction permits and fifty dollars ($50.00) for all other permits. Application fee is nonrefundable and shall be paid at the time of filing a permit application and shall be applied to the building permit. (2004 Code)
E. Charges For Construction Without A Permit: In addition to all fees otherwise provided for herein, if any person starts construction, or allows the start of construction, of any structure or improvement for which a permit is required, without securing such permit, there shall be assessed a charge in the amount of double the amount of the required permit fee, in addition to the regular permit fee; provided, however, if it shall be determined that any part of such construction without a permit occurred after notice that a permit is required, a fine shall be assessed in an amount not to exceed seven hundred fifty dollars ($750.00) per day for each day of construction without a permit, and in addition thereto, the cost of the Village's inspection and enforcement expense. F. Abandoned Or Withdrawn Permit Applications: If a building permit is not secured within six (6) months from the date of submission, it shall be deemed to have been abandoned. If the permit application is withdrawn or abandoned after the Village has initiated the permit review and approval process, the permit applicant shall provide reimbursement to the Village for all reasonable charges invoiced to the Village by outside consultants in connection with the review of the plans and specifications in excess of the amounts previously deposited. G. Elevator Inspection Fee: Seventy five dollars ($75.00) for each required inspection of an elevator. (1977 Code § 4-2-4; amd. 2004 Code)
H. Fire Department Plan Review And Inspection Fees:
1. Application Of Provisions: This subsection applies only in the event that a sprinkler system, fire alarm system or other fire suppression device is to be incorporated into any structure.
2. Payment Of Fees Required: A permit to begin work for new construction, alterations, replacement, or other building construction shall not be issued until the fees prescribed in this subsection shall have been paid to the Fire Department which administers the programs for the fire protection district in which the property is located. Nor shall any amendment to a permit necessitating an additional fee be approved until the additional fee shall have been paid.
3. Fire Department Fees: To provide for services provided by the Fire Department for the fire protection district in which the property is located, the following Fire Department fees shall be collected from a permit applicant and remitted upon invoice to the applicable fire protection district: Fire Department plan review fees and, in addition, construction inspection fees.
4. Fire Department Plan Review Fees: At the time of filing an application for a building permit (or in conjunction with paying the building permit fee), the applicant shall pay a Fire Department plan review fee in accordance with the following schedule:

5. Extraordinary Review Fees: In addition to the plan review fees listed in subsection H4 of this section, the applicant shall pay, prior to the issuance of any permit, the actual costs and expenses incurred by the Village or applicable fire protection district for extraordinary reviews of plans or specifications beyond the review customarily involved in the usual course of such plan reviews. Such costs and expenses shall include actual review fees by consultants or outside contractors or time spent by Village staff, consultants or the applicable fire protection district. Such time shall be billed at the rate of fifty dollars ($50.00) per hour for each person.
6. Fire Department Construction Inspection Fees: At the time of permit approval, prior to release of the building permit, the permit applicant shall pay a Fire Department construction fee in accordance with the following schedule:

7. Conflicting Provisions: To the extent that the provisions of this subsection conflict with or are inconsistent with the provisions of any other Village code provisions, ordinance or regulation, the provisions of this subsection shall apply and control. (Ord. 898, 7-22-2002)
