It is hereby required that a permit be obtained in advance and all other requirements of the building code and the provisions of this title be complied with whenever a building or structure, or parts or appurtenances thereof, such as water supply, sewage disposal, plumbing installation and electrical installation, located in the Village, is erected, installed, altered, converted, remodeled, structurally repaired, moved, demolished or changed.
