The purpose of this chapter is to provide for health, safety and public welfare through structural strength and stability, means of egress, adequate light and ventilation and protection to life and property from fire and hazards incident to the design, construction, addition, alteration, repair, maintenance, removal or demolition of buildings and structures, and also to establish requirements providing a reasonable level of life safety and property protection from the hazards of fire, explosion or dangerous conditions in new and existing buildings, structures and premises.
