7-10-4: ILLEGALLY PARKED VEHICLES 1 :
   A.   Notice On Illegally Parked Vehicle:
      1.   Whenever any vehicle is parked in violation of the provisions of any section of this code prohibiting or restricting parking and there is no person in attendance upon such parked vehicle to be arrested or served immediately with a traffic violation notice to appear in court to answer the charge of such violation, any law enforcement officer observing such violation may attach to the vehicle used in such violation a traffic violation notice so that the person in whose name such vehicle is registered may appear in court on a certain day and at a designated courtroom to be named in such notice and answer to the charge of such violation.
      2.   It shall be unlawful for any person, other than the driver of the vehicle to which said notice is attached, to remove the same from said vehicle. (1977 Code § 10-11-4; amd. 2004 Code)
   B.   Presumption Of Traffic Violation 2 : Whenever any vehicle shall have been parked in violation of any of the provisions of any ordinance or requirement of this code prohibiting or restricting parking, the person in whose name such vehicle is registered shall be prima facie responsible for such violation and subject to the penalty therefor; provided, however, no person who is the lessor of a vehicle pursuant to a written lease agreement shall be liable for the violation of any ordinance prohibiting or restricting parking involving such vehicle during the period of the lease unless such lessor fails to provide the name, address, and driver's license within forty five (45) days of receipt by such lessor of a request by the Village for such information made within ninety (90) days after the violation occurred.
