The amendments, modifications, and/or additions, as found in the following chapters of this title, are hereby made in the provisions in the Illinois motor vehicle code otherwise herein adopted by reference. To the extent such amendments, modifications and/or additions or any other provisions of this code are inconsistent with the provisions of the Illinois vehicle code herein adopted, the more restrictive and specific regulation shall apply.
