All parks owned and controlled by the Village shall be open daily to the public from sunrise to sunset. It shall be unlawful for any person, other than authorized personnel conducting official business, to occupy or be present in said parks during any hours which the parks are not open to the public. Any section or part of parks may be declared closed to the public by the Superintendent of Parks at any time, and for any interval of time, either temporarily, or at a regularly stated time.
