(a) The fees for collection and disposal of refuse placed for collection shall be as agreed upon by and between the user and the hauler, provided that rates charged by any one hauler licensed to work within the Village shall be set as a uniform rate per bag, per container, per family unit or on some other uniform standard basis for all noncommercial residential dwelling units within the Village similarly situated.
(b) Each hauler obtaining a license from the Village as provided herein, must make refuse service available to all noncommercial, residential dwellings or families within the Village who request service and who agree to pay the rates charged by said hauler.
