No person shall engage in the business of hauling solid waste, rubbish, refuse or garbage within the corporate limits of the Village unless he shall first obtain an annual license therefore from the Village Administrator or his authorized representative. Each vehicle to be used for hauling under the terms of this chapter must be separately inspected and licensed. Said annual license shall be for the period August 1st to July 31st of the next year.
