(a) No person on Reservoir Property or adjacent Village-owned land, any Village operated park or other recreational facility shall:
(1) Pollution of water. Throw, discharge, or otherwise place or cause to be placed in Reservoir waters or any waters on Village operated land any substance, matter or thing, liquid or solid, which will or may result in the contamination, littering or pollution of said waters, including but not limited to, shavings, chips, straw, paper, shells, cinders, glass, mud, food, dung, filth, cans, manure, rubbish, earth, gravel, brick, stones, metal, dirt, dyes, detergents, liquid, powered or solid chemicals or any other obnoxious substance.
(2) Refuse, garbage and trash. Have brought in or shall dump, deposit or leave any bottles, broken glass, ashes, paper, boxes, cans, dirt, rubbish, garbage, waste, refuse or other trash. No such refuse or trash shall be placed in any Reservoir waters or shall be left anywhere on Village operated lands, but shall be placed in the proper receptacles where they are provided; where such receptacles are not so provided, all such rubbish or waste shall be carried away from said property by the person responsible for its presence, and properly disposed of elsewhere.
(b) Any person violating any provision of the within section shall be deemed guilty of a misdemeanor of the fourth degree.
