(a) The owner or person in control of any private property shall not allow an inoperable vehicle to remain on said property for a period of longer than seven days. This section shall not prohibit the storage of inoperable vehicles in closed buildings or garages, nor the storage of fully operational and licensed campers, utility and boat trailers, in side or rear yards, provided said storage is in accordance with other provisions of the Codified Ordinances of the Village, including the Village Zoning Ordinance. This section shall not prohibit commercial establishments engaged in the full time business of repairing vehicles from keeping or maintaining inoperable vehicles on said business premises while said vehicle is under repair, provided said vehicle is currently licensed and provided further that said commercial business is located in a properly zoned commercial or business district.
(b) Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second or subsequent offense within twenty-four (24) months from the date of the first offense, such person is guilty of a misdemeanor of the fourth degree; each day the violation continues shall constitute a separate offense.
