101.09 PROCEDURE FOR REPLACING MEMBERS OF BOARDS AND COMMISSIONS.
   (a)   When a member of any public Board or Commission serving the citizens of the Village is unable to attend a scheduled meeting of said board or commission, said member shall notify the Chairman, or if the absent member is the chairman, at least one other member of the board or commission, of his or her inability to attend and request that he or she be excused. Said notice or request should be transmitted at the earliest possible time, but in no event less than 24 hours before the scheduled meeting unless an emergency situation causes the absence.
   (b)   Members who provide the required notice specified in subsection (a) hereof shall be excused for not more than two consecutive meetings and may be excused for additional meetings at the discretion of the remaining members.
   (c)   Members who fail to attend two consecutive meetings without being excused may be removed from the Board or commission as follows:
      (1)   The remaining members of the board or commission, by majority vote, shall make a request to the appointing authority whether that be the Mayor, Village Council, or both, that the member who has failed to attend meetings be replaced because of failure to attend at least two consecutive meetings without being excused.
      (2)   At the next regular meeting of Village Council, the request for a replacement member shall be acted upon by the Mayor, if he is the appointing authority, or by Council by majority vote, if Council is the appointing authority.
      (3)   A person shall be named to replace the removed member at the Council meeting wherein the request was acted upon, or as soon thereafter as a replacement member can be identified.

   (d)   This code section shall apply to all boards and commissions serving the Village of North Baltimore other than the Board of Public Affairs and Village Council.
