355.11 PAYMENT FOR TOWING AND STORAGE.
   No person shall recover any vehicle removed in accordance with this chapter except as provided herein. Before the owner or person in charge of such vehicle shall be allowed to recover it from the place where it has been impounded, he shall present to a member of the police department on duty at that time, or to the operator of the facility where the vehicle is impounded, his identity and proof of his right to possession of the vehicle and shall sign a receipt for same. In addition, said owner or person in charge of said vehicle shall pay the reasonable cost of storage accrued. Said towing and storage charge shall constitute a lien on the vehicle and may be enforced in the same manner as a garage keepers lien in accordance with the Ohio Revised Code.
