147.02 PROCEDURES AND STANDARDS FOR COMPETITIVE BIDDING; DETERMINING LOWEST AND BEST BID.
   The following items shall be factors to be considered in determining the lowest and best bid. These factors are to be a guide to help in reviewing, analyzing and comparing competitive bids, to wit:
   (a)   Price of contract.
   (b)   Time of completion of contract.
   (c)   Residency of person.
   (d)   Qualifications and reputation of person and/or company submitting contract bid.
   (e)   Prior work performances completed for the Village of North Baltimore, Ohio.
   (f)   Standardization of equipment for the Village of North Baltimore, Ohio.
   (g)   Cost of possible maintenance contract for equipment being purchased.
   (h)   Cost of inventory of repair items for equipment being considered for purchase.
   (i)   Servicing and spare parts availability for equipment being purchased.
   (j)   Distance and time involved in travel to obtain parts, supplies, equipment, and/or Service.
   (k)   Recommendations of Village personnel using equipment.
   (l)   Safety factors of equipment being considered.
   (m)   Experience of other contracting authorities, purchasers, or users and their recommendations.
   (n)   Bidder’s ability to obtain bonding license.
   (o)   Credit and criminal checks of bidders.
   (p)   Other similar and related standards and conditions.
