The members of the Recreation Board shall elect their own Chairman and their own Secretary, and select all other necessary officers to serve for a period of one year, and may employ such persons as may be needed. Such Board shall have the power to adopt rules and regulations for the conduct of all business within its jurisdiction and may cooperate and join with any school district or board of education therefor, in equipping, operating, maintaining playgrounds, playfields, swimming pools, and the maintenance, operation and supervision of recreational activities.
