The Recreation Board shall possess all the powers and be subject to all the responsibilities of the Village Council as provided by Ohio R.C. 755.12 through 755.18. Council expressly reserves the right to appropriate and to cause to be raised by taxation such amount or amounts annually as may be necessary for the purpose of maintaining and operating, including such amounts as may be required or be deemed necessary by the Council, for equipping and supervising such playgrounds, playfields, and swimming pools; but nothing herein shall be construed to prevent or prohibit any school district from joining in equipping, operating, and maintaining such playgrounds, playfields, and swimming pools.
