There is established in the Village of North Baltimore, Ohio, a Recreation Board. Said Recreation Board shall consist of five members, two of whom shall be members of the Board of Education of the North Baltimore School District. The members of the Recreation Board shall be appointed by the Mayor, subject to confirmation of Council and shall serve for terms of five years, or until their successors are appointed, except that the members of the first Board so appointed shall be appointed for terms so that the term of one member thereof will expire annually thereafter. Members of the Board shall serve without pay. Vacancies occurring otherwise than by expiration of term shall be for the unexpired term and shall be filled in the same manner as the original appointments.
