935.15 NO STORM SEWER AVAILABLE.
   If no separate storm sewer is available to carry storm or surface water from an improved parcel of real property, it shall be the responsibility of the person(s) owning or having control of said property to discharge storm water, surface water, and water from roof and footer drains, to temporary storage facilities on the property, or to divert said water to available open ditches or swales designed to carry said storm or surface water off, to the end that non-natural or excess accumulations of storm water generated by impervious surfaces, such as roofs and paved areas on improved real property do not flow onto, or damage adjacent property. If no swales or ditches are available, splash blocks for downspouts are recommended. Sump water discharge should be directed to seeded or planted areas on the respective property. Under no circumstances will discharge water be permitted to be discharged over sidewalks, streets, alleys or other public rights of way in the Village, thereby creating an unnecessary risk of harm to the public caused by accumulations of water or ice.
